Yeh, I've learned that rolling the tone knob is the best way to achieve the steel guitar swells (not that I can do it real well myself!). I believe Bill Kirchen has his Tele set up so the tone knob and volume knob are reversed for easier reach and control.
George did use the volume pedal on "I Need You" for one instance...

i've never heard of a tone pedal. on it's only love i'm pretty sure the
effect a vibrato pedal. (a la travis wammack but at a more subtle setting).
on wait, i think he's rolling off the tone knob, not the volume -- if you
listen carefully, the sound doesn't really go away, the brightness just kind
of rolls off -- at least to my ears it does. i used to think guys were
rolling off the volume knob on a bunch of leads i dig, only to discover they
were rolling off the tone knob.
