The PCL was virtually just a couple steps below a major league for many
years because a lot of the players had talent on a major league level. But
in those days of train travel, no television and a limited number of scouts,
and with all of the major league teams located in the eastern 2/5ths of the
country, there was a lot of talent in the west that didn't get discovered by
the majors unless they were on the level of Ted Williams, Joe DiMaggio or a
little bit below. Also, because of the fact that baseball players didn't
make millions, and only the top top guys got paid big, some local players
who did get recruited for the bigs opted to stay close to home to play in
the PCL, sometimes even getting paid more to be the star of a PCL team than
a lower paid bench player in the bigs. So it would have been a fairly easy
transition to add a few PCL teams to the majors and infuse the rosters with
a draft from the major leagues, just like the transition that happened in
the late 70's when a few ABA teams became NBA teams.
